Overview
County Kildare Community Network CLG t/a Innovate Kildare wishes to recruit a facilities manager to manage operations and development its enterprise hubs in Co. Kildare.
The Facilities Manager will implement the current facilities management strategy with an emphasis on facilities planning, quality management, risk mitigation and staff & budget management. The role of Facility Manager will be based in Merits Naas and will have responsibility for management and operation of hubs within the Enterprise Hub Strategy for Co. Kildare.
At present these hubs include:
- Mid-East Regional Innovation Think Space (MERITS)
- National Enterprise Innovation Centre Kildare.
- Athy Community Enterprise Centre Athy.
- Gather Craft and Creative Hub (retail unit )
- Athy Food Hub Athy (due to open Q4 2025).
- Athy Circular Economy and Green Skills (due to open Q2 2026).
- Monasterevin Fashion & Textiles Hub(due to open Q2 2026).
Person Specification
- Excellent Communication Skills: Ability to foster strong relationships with tenants, contractors, and team members.
- Proven Organisational Abilities: Skilled at managing multiple projects or tasks simultaneously and delivering outcomes.
- Collaborative Team Player: Motivated to contribute to a cohesive and supportive team environment.
Required Qualifications and Skills
- Facilities Management Experience: Minimum of 3 years in commercial property or facilities management, ideally across multiple buildings.
- Property or Facilities Management Qualification: Preferred but not essential for those with 3-5 years of relevant experience.
- Technical Knowledge: Proficiency in building management systems, including HVAC, UPS, and compliance.
- Management and Budgeting Experience: Experience in operation in a management role with responsibility for budgets.
Job Specification
The post holder shall be employed by County Kildare Community Network CLG who operate the Hubs under Service Level Agreement with Kildare County Council. Post Holder shall report to the Board of CKCN/Innovate Kildare’s nominee, Kildare County Council’s Head of Economic Development, Enterprise and Tourism.
The position is a blend of Strategic, Management and hands on service delivery. The facilities manager will be responsible for the following areas in respect of all Hubs under current and future Service Level Agreements.
Building Operational Functions (Day-to-Day Running of the Building)
- Building Services Management – Overseeing lifts, lighting, HVAC (heating, ventilation, air conditioning), water supply, and sanitation, access and security.
- Contract Management – Supervising outsourced cleaning, security, landscaping, and waste disposal services.
- Safety & Compliance – Ensuring adherence to building guidelines, health & safety laws, fire safety regulations, and accessibility standards.
- Emergency Preparedness – Maintaining evacuation plans, first-aid stations, and disaster recovery procedures.
- Energy & Utility Management – Monitoring and controlling energy use, water consumption, and sustainability initiatives.
Maintenance Functions (Keeping the Building in Good Condition)
- Preventive Maintenance – Scheduled inspections and servicing of systems (HVAC, electrical, plumbing, fire alarms) to prevent breakdowns.
- Corrective Maintenance – Responding to breakdowns and failures, repairing or replacing faulty components.
- Predictive Maintenance – Using monitoring tools (sensors, IoT devices) to predict failures before they occur.
- Asset Management – Keeping records of building equipment, their maintenance history, and warranty status.
- Cleaning & Sanitation Upkeep – Ensuring a hygienic, presentable, and safe environment.
- Renovations & Upgrades – Coordinating refurbishment, retrofitting, and modernisation projects.
Strategic & Managerial Functions
- Financial & Budget Management
- Develop and manage hub budgets, ensuring effective allocation of resources and cost control.
- Monitor income from tenants, grants, and other funding sources.
- Report on hub financial performance and recommend budget adjustments as required.
- Life-Cycle Planning – Scheduling replacements, refurbishments, and upgrades to extend asset life.
- Sustainability & Green Building Initiatives – Introducing energy-efficient technologies and environmentally friendly practices.
- Risk Management – Identifying and mitigating risks to the building’s operation and safety.
- Policy & Procedure Development – Setting rules for use, access, and maintenance of facilities.
- Human Resources- Duties allocation, management and supervision of current and future staff.
- Tenants – Processing Applications-Handling tenant/occupant requests, complaints, and service tickets.
- Training Rooms- supervision of booking procedure and allocation of training rooms.
Marketing & Promotion
- Promote hub facilities and programs to attract new tenants, investors, and collaborators.
- Develop communications strategies, including online promotion, media engagement, and participation in national enterprise events.
- Highlight success stories to enhance hub visibility and reputation.
Monitoring, Reporting & Evaluation
- Track hub usage, business growth, job creation, and innovation outcomes.
- Evaluate hub performance against KPIs and develop continuous improvement initiatives.
- Prepare reports for senior management, council executives, and funding bodies.
- Evaluate programs, events, and initiatives to measure impact and inform future strategies.
